The foundation of any system to keep guns out of the wrong hands has to start with background check laws. Requiring a background check on every gun sale is the most effective thing we can do to prevent easy access to guns by violent criminals, domestic abusers, and fugitives. States can then build robust systems that require people to:
- Relinquish guns when they become prohibited from having them.
- Create mechanisms to ensure people in crisis can’t access guns.
- Ensure that people can’t circumvent the background check system in other ways.
